At its meeting on January 14, 2025, the Management Board of the Polish Football Association amended Resolution No. II/85 of February 20, 2013, of the Management Board of the Polish Football Association, regarding the rules for the participation of visiting team fans at football matches during national-level competitions organized by the Polish Football Association and Ekstraklasa S.A. This follows numerous discussions held in recent months by Wisła Kraków, as well as formal appeals to the hosts of individual matches by the club regarding the refusal to admit White Star fans.
Section 1 of the Resolution has been amended to be more expanded. The previous wording provided for the possibility of refusing admission to an organized group of fans of the visiting club's team based on a decision by the relevant state or local government entities, disciplinary bodies, and also in particularly justified cases where there were real, documented indications of a possible threat to the safety of participants or the course of the match.
The new wording, however, provides that the refusal must be based on appropriate decisions consistent with the provisions of general law, issued by relevant state or local government entities, decisions of relevant bodies of the Polish Football Association or the European Athletics Association, and – in particularly justified cases – on the basis of decisions of the club's authorities, dictated by safety reasons.
Additionally, to maintain greater control over clubs' independent decisions, a provision has been introduced under which the validity of such decisions will be assessed on a case-by-case basis by the appropriate disciplinary bodies of the Polish Football Association (PZPN) or the European Athletics Association (ESA). In the event of a violation of these provisions, clubs may be subject to appropriate disciplinary sanctions.
